    An estimated 240 South Texas landowners and other interested parties packed the Uvalde County Event Center on August 5 to hear details of a project to build what’s planned to be Texas’ highest voltage transmission line to date. The “Howard-Solstice Project,” a 760 kilovolt line between Fort Stockton and San Antonio, is sponsored jointly by CPS Energy of San Antonio and AEP Texas, a unit of Ohio-based American Energy Company.     ROSEMEAD – Southern California Edison Co. has applied to build a 230-mile, high-voltage transmission line between Phoenix and Palm Springs. The Rosemead-based utility, a unit of Edison International, Tuesday said the Devers-Palo Verde 2 Project will provide California customers with 1,200 megawatts of electricity generated in Arizona. The company expects the project to cost $680 million and be in operation by summer 2009.
