If the Democrat nominee (as in 2016), wins the popular votes but loses the Electoral College, we count the popular vote (Democrat elected POTUS). But… if the Democrat loses the popular vote, but wins the Electoral College, we count the Electoral vote (Democrat elected POTUS).
