This, because some town's folk awoke Monday to find toilet paper and plastic littering their yards in Luzerne County. Now, no less than the Federal Aviation Administration is investigating whether the debris came from a plane passing overhead. WNEP-TV reports that debris fell onto several properties, including that of Tori Viccica, whose freshly mulched yard was turned into a landfill by the trash and toilet paper.
