<p>2 Laguna Beach residents are in a zoning face-off with officials and neighbors over their patriotic gesture.</p>
<p>LAGUNA BEACH – Neighbors Kevin Kroft and Ivan Spiers have until Monday to lower the flags of three nations they raised in patriotic passion after Sept.11 - or face fines up to $50 a day.</p>
