<p>MIAMI (AP) -- The federal government agreed Friday to provide monitors to watch for civil rights violations at the polls in several Florida counties during the Nov. 5 election.</p>
<p>Florida Secretary of State Jim Smith had asked for help from the Justice Department to prevent a repeat of the Sept. 10 primary, when some vote tallies were delayed for days and some polling places did not open on time.</p>
