AUSTIN – The U.S. Securities and Exchange Commission on Monday charged Texas Attorney General Ken Paxton with civil securities fraud for promoting a North Texas tech firm, adding to the first-term Republican’s growing legal woes. Two residents and a dog were saved from potentially dangerous rushing water situations early Friday morning in McKinney. Shortly after 3 a.m., emergency personnel were dispatched to find a man trapped in a tree off Eldorado Parkway near College Street. Rushing water had swept up the man, whom authorities did not identify, and his dog. The man called 911 from the tree, unsure of his exact location but relaying to dispatchers that he was scared the water would overtake him and he'd lose service to his phone, according to Stacie Durham, spokeswoman for the McKinney Fire Department.
