It's called "The Quotable Rudolph Giuliani," but it's really a new national effort to derail any hope the former New York City mayor has to become the Republican presidential candidate in 2008. Amassed by New York Conservative Party activist George Marlin, the four-page document contains a series of liberal policy statements attributed to Giuliani going back to 1989, when he first ran for mayor.
