Reversing a trend that has been cutting costs for many small employers, a key workers' compensation bureau said Wednesday that it plans to recommend that insurers increase premium rates by 3.5 percent next year. The recommendation comes just months after state lawmakers enacted reforms in the workers' compensation insurance system that they promised would cut costs for employers complaining of sky-high premiums.
