City Commissioner James Henry Brooks Sr. has been charged with influencing a witness and obstructing the investigation of the fatal shooting of a baby and wounding of his mother March 21. Brooks, also charged with racketeering in unrelated cases in Camden County, was booked into the Glynn County jail. He was at the Glynn County Courthouse Monday when the mother of murder defendant De'Marquise Elkins left the courthouse after her son's initial court appearance.
