ARLINGTON , VA -- Today, Bush-Cheney '04 announced the release of the campaign's newest television advertisement, "Wolves."  The ad notes that just one year after the first World Trade Center bombing, John Kerry and the liberals in Congress voted to slash America's intelligence operations by $6 billion across the board, cuts so deep they would have weakened America’s defenses.  The ad will begin running today on national cable and in select local markets.      Script For "Wolves"Voice Over:In an increasingly dangerous world… Even after the first terrorist attack on America… John Kerry and the liberals in Congress voted to slash America’s intelligence operations. • I cant Find any Newspaper Articles on Senator Cornyns Questions 3/09/04 to Mr. Tenet

I thought the Statement Senator Cornyn made at the 3/09/04 Armed Service Committee was outstanding along with the Question he asked Mr. Tenet. "We all know terrorism didnt Start with 9/11." "Did the budget cuts in 1994 and 1996 affect CIA intelligence?" Tenet replied confirming they did but yet I haven't seen anyone in the mainstream media reporting it? If anyone knows how to post the Transcript of Senator Cornyn's statement at the 3/9 hearing it would be a great read. I found it on Google but the transcripts appear to have a copyright.

With the end of the Cold War, some in the Clinton White House and the Democrat-controlled Congress saw the opportunity in the 1990s to sharply curtail spending on one of their least favorite government organizations: the Central Intelligence Agency. Especially in the early Clinton years, the cuts were deep, far- reaching and devastating to the ability of the CIA to keep America safe. Overseas intelligence operations were canceled and about 40 percent of those recruited to spy for America's interests were let go. Officers in the clandestine service - the core of our overseas intelligence operations - declined by about...

Officers in the clandestine service - the core of our overseas intelligence operations - declined by about 25 percent. Approximately one-third of overseas offices watching America's enemies were shut down. Little effort was made to upgrade desperately needed language and regional expertise to confront emerging...

In the 1990s, John Kerry served eight years on the Senate Intelligence Committee. Despite such incidents as the World Trade Center bombing in 1993 and the bombing of the Khobar Towers in 1996, Kerry proposed intelligence cuts throughout the 1990s and even asked his colleagues in 1997, "Now that [the Cold War] struggle is over, why is it that our vast intelligence apparatus continues to grow?" Fortunately, many of his liberal-Democratic colleagues understood that there were other threats, such as terrorism, that still abounded; it was rare for them even to agree with his proposed slashing of the intelligence budget....

Leading Democrat Warned Kerry on Intelligence Cuts Writing on his blog, Citizen Smash brings to light the transcript of a 1994 Senate floor speech by Hawaii Democrat Daniel Inouye, a forty-year member of the Senate and World War II veteran. Senator Inouye offers pointed criticism of an amendment to slash funding for defense and intelligence programs -- an amendment authored by John Kerry: Madam President, if I may, I would like to say a few words about amendment No. 1452, an amendment submitted by the distinguished Senator from Massachusetts [Mr. Kerry]. The amendment offered by Senator Kerry would reduce the...

President Bush is accusing John Kerry of having proposed big cuts in intelligence spending just two years after the first attack on the World Trade Center, part of a re-election effort to depict his Democratic rival as weak on national security and the war against terrorism. Bush, who was traveling to Dallas for a fund-raiser today, planned to call attention to a 1995 bill that Kerry sponsored to trim intelligence spending by $1.5 billion over five years. The cut was part of what Kerry called a "budget-buster bill" to strip $90 billion from the budget and end 40 programs that...
