A federal judge has denied a transgender teenager’s request to allow him to use the same bathroom as his peers at his public school in Virginia. Los Angeles -- The civilian commission that oversees the Police Department ruled Tuesday that an officer acted outside policy last year when he fatally shot a 13-year-old boy who rammed a patrol car after a short chase.
