<p>MEXICO CITY - The United States needs to rethink immigration, and Arizona should be the place to test that new thinking with a pilot guest-worker program, Gov. Janet Napolitano said Tuesday on her first official visit to Mexico.</p> <p>On a one-day mission in which she met with President Vicente Fox, senators, governors and Cabinet officials, Napolitano talked about trade and immigration concerns.</p>

There are several "Guest Worker" proposals being floated around Washington these days as a solution to our immigration crisis—or more accurately, our illegal immigration boondoggle. The proposals I have seen will do nothing to solve the problem of illegal immigration. In fact, they are thinly-disguised proposals for granting legal status to the millions of illegal aliens already inside our country. In other words, they are really amnesty programs. Bush, expressed his support towards a bill seeking to create a host-worker program and regularize undocumented immigrants within the U.S. This was informed by legislators supporting the initiative.
