Sec. 102. Policy Direction. (a) The National Security Council shall provide overall policy direction for the National Industrial Security Program. (b) In consultation with the National Security Advisor, the Director of the Information Security Oversight Office, in accordance with Executive Order No. 13526 of December 29, 2009, shall be responsible for implementing and monitoring the National Industrial Security Program and shall: (1) develop, in consultation with the agencies, and promulgate subject to the approval of the National Security Council, directives for the implementation of this order, which shall be binding on the agencies;
