Police had their weapons drawn as they ordered Nick Wright and his 13-year-old daughter to put their hands on the hood of the car they had rented less than an hour earlier. “I couldn’t see my daughter for most of the situation, so I felt completely helpless,” Wright said. “I was being detained with my fingers locked behind my head and police telling me to shut up. HARTFORD, Conn. (AP) - The state Supreme Court on Monday upheld Connecticut's ban on a car rental company's use of a global positioning satellite system to track customers and fine them $150 for speeding. The unanimous ruling rejected an appeal by American Car Rental, which operates Acme Rent-A-Car. Acme said the fines were to make up for wear and tear on cars driven at excessive speeds. However, a consumer protection hearing officer determined such costs at about 37 cents per vehicle for each infraction. Connecticut car rental agencies may be held liable for injuries and damage caused by drivers they lease to, even if a driver misrepresents on the contract that he or she has a valid driver's license, the state Supreme Court ruled Monday.
