A man in prison on drug charges has been charged with plotting to bomb a local federal building with trucks filled with explosives to retaliate against law enforcement. Steven J. Parr, 39, of Janesville, was arrested Wednesday, the day he was to be sent to a halfway house. Parr was allegedly planning to blow up the Reuss Federal Plaza, a 14-story blue building that has multiple federal agencies on 13 floors with 800 workers.
