Prisoner charged with plotting to bomb federal building.

A man in prison on drug charges has been charged with plotting to bomb a local federal building with trucks filled with explosives to retaliate against law enforcement.

Steven J. Parr, 39, of Janesville, was arrested Wednesday, the day he was to be sent to a halfway house.

Parr was allegedly planning to blow up the Reuss Federal Plaza, a 14-story blue building that has multiple federal agencies on 13 floors with 800 workers.

U.S. Attorney Steven Biskupic said Parr spoke of his hatred for the federal government and spoke about retaliating against law enforcement when he got out our prison. He said it was unclear when he was to take action.

Biskupic said Parr's family members told law enforcement that Parr said he owned large drums capable of holding chemicals and spoke positively of Timothy McVeigh, responsible for the Oklahoma City bombing.

The complaint quoted him as saying the incident would, "sure change the attitude of the county" and "make a wonderful statement."

He was scheduled to make a federal court appearance in Green Bay Thursday afternoon.
