RICHMOND - Gov. Terry McAuliffe's transportation chief says work has been suspended on a new toll road that would run parallel to U.S. Route 460 from Suffolk to Petersburg. He is a middle-aged Harley-Davidson owner, professional vagabond, published author and photographer who has been clean and sober for several decades.
