Emergencies'often cry out for drastic and expensive changes in public policy that later, on reflection, seem ill-conceived. Government responses to the Great Depression, for example, drastically altered the U.S. system of limited government and took an immense toll on American liberty and privateproperty rights'a toll that has never been repaid (Roots 2000). Declaration of a national emergency in 1933 facilitated the creation of a number of colossal government programs that survived long after the Depression had ended, even if they had done nothing to end the Depression (Roots 2000, 267 n. 44). A similar climate of hysteria regarding alleged runaway...

Alaska caribou hunter is livid after airport security damages meat U.S. Transportation Security Administration is investigating By CRAIG MEDRED Anchorage Daily News (Published: May 31, 2003) Caribou hunter David Williams arrived home in Houston, Texas, from an Alaska adventure in March to find a nasty surprise from the U.S. Transportation Security Administration. When Williams cut open the strapping tape holding shut the first of two wet-lock boxes full of carefully handled, carefully packaged caribou roasts, steaks and burger, he found inside a mess and a preprinted form from the TSA informing him his airline baggage had been "inspected.'' The inspection,...

WTO softwood ruling favours Canada Last Updated Tue, 27 May 2003 17:01:32 OTTAWA - The World Trade Organization has ruled in favour of Canada in its softwood lumber dispute with the United States. The preliminary ruling, which is not binding, was released to the federal government Tuesday. "Yet again, it appears that the U.S. is being told that its attempts to prove our softwood industry is subsidized are flawed," International Trade Minister Pierre Pettigrew said in a news release. A final report on the dispute is expected in July. The crux of the dispute is an American claim that Canada's...

TO: Anita Lavine, Sr. VP Production FROM: Taylor Donahue, VP Production SUBJECT: Location shooting for Codename Courage Anita, Assuming the current situation with Iraq leads to combat activity by US troops, I suggest we get a small film crew credentialed as press to shoot over there. This will solve some of the budget vs. production value problems we?ve discussed. In the best case scenario we can also get one or two of our leads over there in costume to do a scene with the mayhem of real war as a backdrop. [Take a look at pages 65, 72-74, and 96...

VANCOUVER -- High occupancy vehicle lane cheat Paul Armstrong was a no-show at traffic court yesterday, but his dummy was there: a well-dressed, a life-sized mannequin sporting tortoise-shell shades. "Gee whiz, what a surprise," said Justice of the Peace Colleen Proctor, rolling her eyes at Mr. Armstrong's alleged carpool buddy. "Can you turn that thing around?" she asked RCMP traffic officer Lorne Lecker. "I find it very distracting." The vision of the beefy, no-nonsense officer toting a department-store dummy into Port Coquitlam's provincial court provided some comic relief in a building under heavy guard during accused serial killer Robert Pickton's...

WINNIPEG - The U.S. Commerce Department on Tuesday imposed a 3.94 per cent tariff against Canadian wheat exports, a much lower duty than Canadian trade officials expected. The preliminary duties are the result of a U.S. Commerce Department trade law investigation into Canadian exports of durum wheat and hard red spring wheat into U.S. markets. American trade officials and American farmers allege Canada unfairly subsidizes the exports by undercutting the price of U.S. wheat. In its decision, the Commerce Department says a preliminary investigation shows material damage to farmers from the Canadian imports. The Canadian Wheat Board controls the sale...

Okay, My daughters math teacher is on maternity leave and in the interim has been replaced with a retired economics professor. Great, we need economics in American high schools, unfortunately this guy has gone way beyond getting the kids to calculate price elasticity or the production possibility boundary. He has assigned them to write a stand alone program for their Texas Instruments Ti-83 calculators to calculate equilibrium price. The Ti-83 uses some bizarre proprietary semi-BASIC interpreter language, and after spending all night trying to figure out this damn thing and I am at my wits end. Does anyone have any...

VANCOUVER - U.S. politicians introduced legislation Wednesday that would nearly double duties on Canadian softwood exports. Both the Senate and the House of Representatives will consider bills that could raise U.S. duties from 27 per cent to 45 per cent. Reports from Washington suggest the bills have wide support from both Democrats and Republicans. But Doug McArthur, who helped the B.C. government negotiate the softwood lumber agreement, said the bills are probably just a tactic to increase pressure on Canada. "It's very unlikely that this action, which is blatantly illegal under WTO rules and under NAFTA rules, will actually proceed,...

CAPE CANAVERAL, Fla. -- Is that the moon or a studio in the Nevada desert? How can the flag flutter when there's no wind on the moon? Why can't we see stars in the moon-landing pictures? For three decades, NASA has taken the high road, ignoring those who claimed the Apollo moon landings were faked and part of a colossal government conspiracy. The claims and suspicious questions such as the ones cited here mostly showed up in books and on the Internet. But last year's prime-time Fox TV special on the so-called "moon hoax" prompted schoolteachers and others to plead...

Since so many Freepers are so knowledgable about so many things, and since I am trying to do something AOL most certainly does not support I have no where else to turn. Does anyone know if it is possible to connect to AOL without using their propritary software?, I am going to be in the field for a few weeks and the only locally available internet connection is AOL. We have some equipment that has to "call home" several times a day to download updated information. The equipment is running inhouse developed software running on Windows CE 2.11, is it...

They spend their days sifting through reams of market research data. They conduct endless surveys and focus groups. They comb the streets, the schools, and the malls, hot on the trail of the "next big thing" that will snare the attention of their prey--a market segment worth an estimated $150 billion a year. They are the merchants of cool: creators and sellers of popular culture who have made teenagers the hottest consumer demographic in America. But are they simply reflecting teen desires or have they begun to manufacture those desires in a bid to secure this lucrative market? And have...

Freepers seem to be good for obscure political stuff, I need the complete text of the 1996 Nigeria Democracy Act (H. R. 1786), it was a law written proposing sanctions to be levied against Nigeria after the execution of Ken Saro-Wiwa in 1995, The law had some very serious implications for oil companies opperating in some of the worlds finer shitholes; I need this information for work unfortunetly every channel has turned up nothing, Virtually none of the bills supporters are still in Congress and a search for the title of the bill just brings up some useless abstracts and...
