    Bubba has officially been 'claimed' as a black, by the Arkansas Black Hall of Fame. Charles King, the Executive Director of the group sponsoring the award - the Arkansas Regional Minority Supplier Development Council - told the New York Times, "Our board made a one-time exception" for the former President. Mr. King added, "African Americans in Arkansas feel that we're responsible for him being president. It was basically African Americans who came together and helped [Bill Clinton] win back the governorship after he lost it ... if that hadn't happened, he'd never have been president."
