The D.C. government has failed to keep track of millions of dollars in federal bioterrorism funds that it has received since 1999, prompting improper expenditures and spending delays, a recent audit said. The District has spent or earmarked about half of the $24.4 million that it has received for bioterrorism preparedness from the federal Centers for Disease Control and Prevention (CDC) since 1999, the audit said.
