The measure (S. 23) proposed raising the minimum wage to $11.75 from $10.96 on Jan. 1, 2021, and to $12.55 on Jan. 1, 2022. Scott, in statement, said an analysis showed that a higher minimum wage would lead to job losses, decreased employee hours, and increased costs for goods and services.
