Filmmaker and author Michael Moore has made an offer to Republican members of the Electoral College: If an elector does not vote for Donald Trump -- which would constitute a violation of their pledge -- and their state is one that imposes a fine for such a violation, Moore will pay it.
In an open letter Sunday addressed to Republican electors on his Facebook page, Moore wrote, "Some states have made it 'illegal' for you to vote any other way than for Trump. If you don't vote for him, your state will fine you ... So here's my offer to you: I obviously can't and won't give you money to vote tomorrow, but if you do vote your conscience and you are punished for it, I will personally step up pay your fine which is my legal right to do."

Seems like that’s well beyond ‘free speech’ - offering money for votes.

Use bribery or threats to achieve your goals.
Doesn’t say much about fine but jail time is not more than 10 years. Multiply that by 538 electors and that is his prison time. But I am fair. I say a month per violation should do.
538 months is 44.8 years. Let’s knock off 2/3 his sentence for good behavior and his sentence is 14+ years. That works for me.
Not just bribery. Most states have laws specifically prohibiting offering or giving any “consideration”, which would include more than a simple payment, and not even to vote in a specific way or on a specific matter.
It’s why bars can’t even advertise that they’ll knock a buck off a pitcher, for example, if you show up with a “I Voted” sticker.
These state laws are a blanket prohibition on encouraging somebody to vote at all, so this would certainly fall afoul of such a law.
