Isn’t this move by Moore an offer of a bribe?

Giving something of value ($1000) in exchange for a vote (elector changing vote)?

All we need is one state AG willing to press charges...

Fat Boy would not fare well in prison.

Correct. In fact, Moore may end up facing Federal charges of vote tampering for saying this publicly.

Not just bribery. Most states have laws specifically prohibiting offering or giving any “consideration”, which would include more than a simple payment, and not even to vote in a specific way or on a specific matter.

It’s why bars can’t even advertise that they’ll knock a buck off a pitcher, for example, if you show up with a “I Voted” sticker.

These state laws are a blanket prohibition on encouraging somebody to vote at all, so this would certainly fall afoul of such a law.
