No, Ann was not old enough to transfer citizenship to Obama on her own. If Obama’s father was a citizen, it’s a non-issue, but he wasn’t.

The laws clearly state that if only parent is a US citizen, then that parent must have lived in the US for at least 10 years, five of which over the age of 16 (or 14 in some statutes). Either way, Ann doesn’t qualify at 18.

I’d say huge problem unless other contemporaneous publications corroborate the use of the term in that time period: newspapers, books, etc.
