This isn't even close to correct. Let's try Webster:

God is not the ruler in a theocracy; corrupt, power-hungry people are.
That is exactly what Fr. Hardon meant, since he, being Catholic, surely did not consider the Muslim countries ruled by God, yet he offers them as one example.
Most social order definitions reflect the intention rather than actuality. Recently, the term “democracy” has been applied to the United States, even as the American people are farther and farther removed from governing their country. Britain, on the other hand is formally a monarchy, where, curiously, the monarch seems to be increasingly incapable to rule even her own house.
Iran’s government is set up to be what the Koran says a “theocratic government” ought to be. Obviously, evil, mortal men are in charge regardless of Mullahs, etc. Islam is rotten to the core. Many Muslims will not admit Islam is designed to take over nations which admit them. They are treasonous and should not be allowed in America.
Elections, like in 2008, are rigged. Martial law will stop elections in 2010 if Obama is in danger of losing. Sequoia voting machines from Venezuela (Chavez’s buddy makes them) were used in 20 states and shown to be unreliable (fraudulent). ACORN and DOJ are corrupt. If Obama gets healthcare and cap and trade, we are done for. Next will come reparations and censorship of broadcasting and the internet. He intends to stay in power forever. He must be removed from office ASAP by the military, Senate, or rulings by lower courts which will force Congress to take action. If not, citizens get ready to defend yourselves.

I wasn’t bashing — just voicing my wondering what the quote about John Calvin meant.
It means Fr. John Hardon isn't above violating Exodus 20:16/23:1 when it suits him.
