It could be a black guy. Or maybe it could be a white guy depending on whether the artist made an aggressive use of shading in the drawing.

The upright hand looks like it is supporting something applying force to some object. There is some kind of opening in the palm. The chain to the right of the upright arm looks boxier than it should. It is a powerful graphic and I want to be pinged too when you reveal all!

If the arm and hand is attached to the guy, it is not readily apparent. If it is meant to be attached, the artist should do a better job of clearly connecting the arm to the body.

In addition to breaking his binding he seems to be emerging from a fog.

I just looked at the picture again and saw something a little bit different than my last post.
The hand is that of a black man who is shackled by the Rats and always needs the Rats to save him and the black man is punching that image away, showing strength, not a need to be saved.

OK. It looks like a black man breaking free from the chains of bondage and servitude.
The face looks solemn and full of purpose but not psychotic. Proud.
The uprised hand looks to be striving for divine right, the blessing of God.
The clenched fist indicates conflict and perhaps violence.
My view of the image is quite positive. I like the "feel" of it. I could use it as an icon and the only thing that makes me slightly unconfortable is that it could be used to incite conflict. What cant? LOL!
My view is that it means "FREEDOM!!!" and has all of the positive connotations of that concept. I see the Divine Right, the Strength, the determination, and the character to be honorable and just.
Why do you ask this question?

O.k. A little more detail I see. First, it appears there is an American Flag in his palm. The lightening of the hand emphasizes the pinky and thumb, giving it a sign language "I love you" appearance. The other three fingers almost look like the have profiles on them. The index finger almost looks like JFK. (Maybe I'm reading too much detail).
His face is determined, and his front arm is in a blocking position, as if commanding "get out of my way, don't try to stop me". As some others have pointed out, is the back arm his or someone else's sticking up from the water, although that doesn't seem right. Is he coming out of a fog or a smoke filled area?
Anyway those are my insights after studying it.

The revolution will not make you look five pounds thinner, because the revolution will not be televised, Brother.
There will be no highlights on the eleven o'clock news and no pictures of hairy armed women liberationists and Jackie Onassis blowing her nose.
The theme song will not be written by Jim Webb, Francis Scott Key, nor sung by Glen Campbell, Tom Jones, Johnny Cash, Englebert Humperdink, or the Rare Earth.
The revolution will not be televised.

Heavy duty negative image. I'd be very careful using it to try to sell anything, as it will turn off more people than it will turn on. IMO.
What does he have in his upraised hand? Whatever it is, I don't want any.

I'm also not sure if both arms belong to the same person. There's no iron cuff on the lower wrist.

He is strong and determined, so he has broken his chains thru his will and strength ... he is moving away from the subject of his ire ... he seems dismissive of the former captors, more ready to move on than to fight back. His power comes from above him, and his direction is towards a goal he is ready to fight for.
Either that, or he just busted out of the county lock-up, and he is hoping to get far away before they notice ...

I've come to the conclusion that Illbay sleeps on a bed of cactus and takes vinegar in his coffee to avoid developing a sense of humor and just to refine that oh so charming temperament he showers in cold water, wipes with sandpaper and wears his shoes a size too small.
