A U.S. Naval officer who has been charged with espionage has been identified as Lt. Cmdr. Edward C. Lin, a Taiwanese-born flight officer assigned to a Naval reconnaissance unit. Lin was arrested eight months ago but his case did not become public until a pre-trial hearing this past Friday that will determine whether he will face a court martial.

You are half right. To join the armed forces, you do not have to be a citizen, just a legal resident.
To be commissioned as an officer, you have to both be a citizen and be able to gain and maintain a SECRET security clearance. Which implies having spent around 10 years in the country beforehand so the investigators have enough info to make an assessment.
It’s not like he got off the plane and went straight to the recruiters to become an officer.
I believe that the US still tries and executes spies but we just don’t hear about it anymore. Hate to say but it would make sense especially if simply revealing the name of the spy exposes US intelligence assets. Better to deal with them in secret.
I once knew of a Vietnamese refugee by the name of Phuk Ngo. Not sure how he made it through immigration.

Aldrich Ames and Robert Hansen were both born here and both likely caused much more damage than this Lt. Cmdr.
