Two Men Charged with Making Bomb Threats
SACRAMENTO, Calif.—United States Attorney McGregor W. Scott announced that a grand jury returned separate indictments today charging APUN MAHAPATRA, 31, of Sacramento, and CAROLS RAMOS, 22, of Dixon, with making bomb threats to, respectively, Delta Airlines and the U.S. Embassy in Italy.
These cases are the product of an investigation by the Federal Bureau of Investigation.
According to Assistant United States Attorney Benjamin B. Wagner, who is prosecuting both cases, each defendant is charged with one count of making a hoax threat under Section 1038(a) of Title 18. That statute was enacted in 2004, following the investigation of several anthrax hoaxes. MAHAPATRA is also charged with one count of threatening to destroy an aircraft, and RAMOS is also charged with one count of making a threat to destroy a building with explosives.
The MAHAPATRA indictment alleges that on May 1, 2008, MAHAPATRA contacted a Delta Airlines online operator through the Delta Airlines Web site and conveyed a message that a flight leaving from Mumbai, India, for Atlanta later that day should be cancelled because of a “Hijack” and “Bomblast.” The indictment alleges that as a consequence of the threat, enhanced security measures were taken in connection with the flight.
The RAMOS indictment alleges that on October 3, 2007, RAMOS sent an e-mail to an address associated with the U.S. Embassy in Rome, Italy, stating that “There’s going to be a lot of dead people when the building explodes.” The indictment alleges that as a consequence of the e-mail threat, additional security measures were taken by the Embassy.
U.S. Attorney Scott said, “Terrorist threats must be taken seriously. They can disrupt the functions of government, delay the flow of commerce, and degrade the capabilities of law enforcement and homeland protection agencies. Those who make such threats will be prosecuted.”
If convicted, MAHAPATRA faces up to five years in prison and a $250,000 fine on each of the two counts in the indictment. RAMOS faces the same penalty on the hoax threat charge and up to 10 years in prison and a $250,000 fine on the bomb threat charge. The actual sentence, however, will be determined at the discretion of the court after consideration of the Federal Sentencing Guidelines, which take into account a number of variables and any applicable statutory sentencing factors. The charges against each of the defendants are only allegations and each is presumed innocent until and unless proven guilty beyond a reasonable doubt.

Militants blew up two dozen video and music stalls on Wednesday in a Pakistani region on the Afghan border where supporters of al-Qaeda and the Taliban have tried to enforce strict Muslim rule, witnesses said.
No one was hurt in the attack on the market in the northwestern town of Miranshah in the North Waziristan region, part of an ethnic Pashtun tribal belt in northwest Pakistan that has never come under the control of any government. “About 25 masked militants came at about 1:30 am (1930 GMT) planted explosives and blew up the entire market,” said Mohammad Sakhi, who runs a workshop next to the market. Troops in Iraq Kill Four Militants, Detain 13, Seize Weapons

WASHINGTON, June 3, 2008 – Coalition and Iraqi forces killed four enemy fighters, captured 13 suspects and seized scores of weapons in Iraq in recent days, military officials said.
Troops captured seven suspects today, including two wanted men believed to be tied to al-Qaida in Iraq bombing networks.
One wanted man, captured with four associates in Mosul, allegedly is a security leader for al-Qaida in Iraq and is suspected of coordinating bombings against Iraqi police.
Forces seized the other wanted man, who reportedly facilitates suicide bombings and foreign-terrorist movement in Tikrit for al-Qaida in Iraq, along with an additional suspect.
Elsewhere in Iraq today, coalition forces captured a suspected leader of an Iranian-backed “special group” and five associates, in Kut. Military officials said the man has been involved in murdering Iraqis and attacking coalition forces.
During operations yesterday:
— Iraqi security forces and Multinational Division Baghdad soldiers killed four militants and seized a number of weapons in Baghdad. Military officials said troops were acting in self-defense when they killed the enemy fighters.
— Using tips from local Iraqis, coalition troops uncovered thousands of pounds of weapons and munitions in the Jazeera Desert west of Samarra.
— Coalition and Iraqi forces seized scores of weapons in the Adhamiya and Sadr City districts of Baghdad in two-day operations that ended today. The caches contained mortars, rockets, homemade explosives materials, assault rifles, rounds of various sizes and other military equipment.
Soldiers from the 101st Airborne Division’s 1st Brigade Combat Team captured eight suspects during several Salahuddin province-area operations that wrapped up June 1. Troops also uncovered weapons caches in the raids, military officials said.

Coalition forces sustain pressure on al-Qaeda operatives in Iraq
BAGHDAD – Coalition forces discovered weapons, car bombs and a bed-down site during a series of operations north of Baghdad that wrapped up June 1 with 15 suspected terrorists in custody.
The five days of operations spanned from the Diyala River near Khan Bani Sa’ad to the Tigris River near Balad and targeted al-Qaeda in Iraq terrorists huddled in the area.
Coalition forces detained three suspects while targeting a terrorist leader suspected of facilitating suicide bomb attacks, kidnapping local Iraqis and attacking Iraqi Army and police personnel. They also pursued a terrorist leader suspected of manufacturing and distributing explosives and leading a group that conducted bombing attacks in the area. During multiple operations they detained eight terrorist suspects.
While securing the area near Balad, Coalition forces detected four men hiding in a vehicle. They approached the vehicle and called out to the men, who initially surrendered. However, one man suddenly became non-compliant and posed a hostile threat to the force. Coalition forces engaged the man, wounding him. Coalition medics treated him on site and he was transported to a military medical facility. In the area, Coalition forces discovered a terrorist bed-down site, which they destroyed to prevent its future use in criminal acts.
In another location Coalition forces found two vehicles being prepared as car bombs, a nearby house that was booby-trapped as a house bomb and a cache of weapons. The force moved civilians out of the way and safely destroyed the weapons and bombs.
“As we sustain the pressure on AQI operatives in the north, we are preventing the possibility of terrorism against the innocent citizens,” said Major John Hall, MNFI spokesman.

ISOF capture suspected AQI cell leader

BALAD, Iraq – Iraqi Special Operations Forces captured a suspected cell leader for the al-Qaeda in Iraq in eastern Mosul June 2.
The ISOF conducted an operation to capture a suspected terrorist who is believed to serve as an improvised explosive device cell leader for AQI. The man is suspected of numerous vehicle-borne IED attacks against Iraqi and Coalition forces, which killed Iraqi soldiers.
“The capture of this suspect will likely disrupt AQI intelligence operations in the area and diminish future attacks against Iraqi and Coalition forces in Mosul,” said Col. Bill Buckner, a spokesman for Multi-National Corps - Iraq.

Wanted men captured, terrorist safe-houses destroyed
BAGHDAD – Coalition forces continued to batter the al-Qaeda in Iraq bombing and foreign terrorist facilitation networks Wednesday, detaining nine suspects in central and northwestern Iraq.
In and around Baghdad, Coalition forces disrupted al-Qaeda in Iraq’s bombing networks by capturing two wanted men and detaining two additional suspected terrorists. One wanted man detained in Baghdad was reportedly involved in weapons distribution and car bombings. The other wanted man was detained about 20 kilometers north, in Taji, and is believed to gather intelligence for a bombing network in the area.
Coalition forces in Tikrit, about 160 kilometers north of Baghdad, captured a wanted man and four associates who are believed to be involved in organizing suicide bombings and facilitating the movement of foreign terrorists into Iraq. Additionally, detainee reporting led Coalition forces to a foreign-terrorist bed-down site west of Bi’aj, about 130 kilometers west of Mosul, where they discovered and safely destroyed two terrorist safe-houses.
“We are eliminating the threat by targeting the AQI networks, making it difficult for them to attack the innocent Iraqi citizens,” said Major John Hall, MNFI spokesman.
