For civilized Japanese society, yes, that pay to use them. Not for homeless, mentally ill/druggie Americans.

I would rather it not be tax payer funded, but would like to see how it works out. Will they clean their own filth? Will they offer anything in return? I think I know the answers, but am open to contrary answers.

I thought Mayor Hickenlooper solved all this 20 years ago with his “road home” program. No? Well, then run for governor and never mention it again.
This won’t work either.

There will also be no sobriety requirement for prospective tenantsThe little habitats should be fire-proof for those little mishaps occurring during wasted days and wasted nights.

In total, the single community will cost the city a total of $7million - not including the other amenities set to be offered. There will also be no sobriety requirement for prospective tenants, the mayor's office said Monday. Oh, what could possibly go wrong???

I say one year before they are defacated, vomited and urinated to the point of being uninhabitable, and they sue the city for being put in a biohazzard.

In the past there was a free market solution that drastically reduced homelessness - the SRO hotel. Most cities had many hotels that catered to people who were not able to live in other circumstances.
The accommodations were far from deluxe, but they provided a solution for many people. And then progressive city governments decided that cheap hotels were bad because they housed alcoholics, drug addicts, poor people, and people who could not manage to get other kinds of housing.
So the cities pushed the SRO hotels out of business, and wrote regulations to prevent anyone from opening a new one.
And now the city is going to build the same thing, but much less efficiently, and without the management process that made SRO hotels work.

I would definitely sleep in a pod like that while traveling if the price was reasonable. Say $30-50 a night.
Most conventional hotel rooms are well over $200/night.
When traveling, all I need is a place to sleep and take a shower. I can even do without the "free" breakfast of powdered eggs and microwaved bacon.
