That's the idea behind the Mate SUV cargo bike. It is environmentally friendly, promotes physical activity, and can be more maneuverable in urban areas. Also, research shows that using an electric bike for transportation can save thousands of dollars per year compared to car ownership.
The new electric cargo bike is called the Mate SUV, and it originally came about back in 2016 as an inexpensive folding e-bike. Now it's been redesigned, and it promises the convenience of a car and the agility of a bike. It was originally made in Copenhagen, which is known to be a bike-friendly city, in the hopes of having more families opt to use these bikes over cars.
The Mate SUV's 250W motor can go 16 miles per hour at top speed and range up to 62 miles with a single battery charge. The people I talk with say they are slowly getting fit by using the pedal-assist features of ebikes (and these are NOT fitness-oriented people).
I think ebikes are terrific and they have their place, but I don't see any reason why someone would see them as a replacement for an SUV.

I don’t think so. An hour to get to town or more at 16 mph. If you don’t get run over by a semi you can make 5 trips to bring home a few sacks of chicken food.
On the plus side the wife would not be over shopping for groceries is she had to pedal them home.

Poor people eat slop, rich people eat meat, government officials get served Wagyu beef.
Poor people stay home, rich people fly worldwide, government officials even get retainers.
We were until recently doing quite well at achieving a relative equal standard of living, quality of life, and benefits. Now, in a couple short years we're swinging to where we all suffer while the rich and government will enjoy the fruits of life.
Will these new devices be restricted to streets and highways?
Or, will they kill and injure thousands of completely innocent pedestrians on the sidewalk?
I live in a downtown urban area. I walk everywhere.
When the weather is nice, I am passed, on the sidewalk, at least once a week, by someone going fast enough to kill me.

That said, the balance sensors and mechanisms of Segways have probably been used in many other devices with little fanfare.

Hey, I saw similar things in China in 2016.

Many years ago, I worked for a brief period at a massive truck plant. Though I was an accountant, I still spent time in the plant analyzing inventory movement. Bicycles were the main means of movement over long distances, but they had very limited carrying capacity. An eCargo bike would be perfect.
Looks like the reporter didn’t follow the assembly instructions and crossed up the seat with the handlebars.
And you'd be right.
That said, negative people make great IRS agents.
