Will these new devices be restricted to streets and highways?

Or, will they kill and injure thousands of completely innocent pedestrians on the sidewalk?

I live in a downtown urban area. I walk everywhere.

When the weather is nice, I am passed, on the sidewalk, at least once a week, by someone going fast enough to kill me.

IIRC in Texas there is a requirement that any vehicle using the state and US highways must be able to travel at a sustained speed which was 30 mph or so. Pedal power, no matter the form factor is essentially restricted to county roads and roads in and around suburbs. If your Costco is reachable via these type of roads, you are all set ... except for that ‘how much can you pull’ thingy.
