I don’t see anything in the letter telling employees that they have to donate to this Company PAC. Yes, I see some groveling from the CEO kissing up to the Washington DC overlords, but nothing that tells the employees that they have to contribute. Did I miss it?

I don't see where they required employees to give.
My company gets some government contracts, has a PAC, and tries to get people to donate, but the rate is around 10% or less of employees.
I imagine that ATT will have the same amount of luck getting people to participate.
