Congress-again overwhelmingly men, could have stopped it at that time by passing a constitutional amendment. Many states tried to pass laws to restrain it, and the Supremes struck them down.
The fact of the matter is that the so called elite highbrow intellectuals (oxymoron for sure) had determined that all forms of “birth control” were necessary to stop the over population problem.

Furthermore, women weren’t voters when a lot of the ill advised stuff passed. 1890-1920 was the “progressive” era which also coincided with the “Jim Crow Era”. Major items passed were establishment of the Federal Reserve, Income Tax, and amendment 17 all in 1913.
