Yes he does appear to play exactly that, among those of us with a reasonably average IQ, it’s a wash. I don’t like it, but it’s accurate. Electors and new congressional representatives both emerged from the same dirty ballots, EXCEPT, among legal ballots only, the Electors would fall off and the congressional reps would still, I think, be standing.
