Sounds like business dealings shared within the family to me. It also sounds like a "half empty" story to me. That is, Hunter isn't crowing that he "gets to keep half," but rather, he "has to give half."
Hunter wouldn't be doing that from the kindness of his heart. It surely sounds like Joe wanted it that way, probably magnanimously thinking "so the kid can keep buying nose candy," in other words, he's paying off his son to make nice for this (largely no-show) deal for more benefits that will accrue to Joe and others.

"It's going to be bibical" and "brings down the {White?} House" and "total destruction of the D Party" and "Patriots are now in control" doesn't comport well with "fight on battlefields NOT of our choosing" and "Allowing tyranny to reign over liberty" and "Ensure your vote counts". It should be (literally) the job of the Administration to ensure our vote counts, for example.
