Frame by frame it appears to me that the balloon burst when the cop swatted it. It also looks like the handle part of the balloon twist landed at the feet of the cop standing behind. It could be that the balloon front end ripped from the rear and flew directly into her face.

He maced her, point blank...a perfect shot....look at his index finger on top of what is in his hand.
That said most ‘protest types’ could use a little abuse from the police.
