Look closely at the policemans hand as it sweeps by her face.
He is holding something that looks a whole lot like a small can of mace/pepper spray.
Just a tiny squirt would make most anyone react like she did.
Look closely.
That said I did laugh a bit...

I did a freeze frame, and I agree.

No, I looked carefully at a frame-by-frame blow-up of that section of the video. It’s nothing in the officer’s hand, it’s the balloon bursting and the gas used to expand the her own balloon doing it to her. I suspect those balloons were filled with tear gas or pepper spray. That’s why she was repeatedly bopping the officer’s mask with it. It may also have been a volatile substance that would adhere to his mask. She got it in her eyes.
