Not unless they are going to go for major treason charges and have very damning proof. You do not put a former US President in prison unless you can prove he was put in to destroy the USA. we are talking riots and NG needing to be called out. Disruption of the economy and on and on. You are basically going to have to prove he is the Manchurian candidate before you tackle him. If they could get away with not touching him, just containing him they would. The [44] could either be a reference to Obama or a reference to something else entirely or it could be taken literally (to say that there are 44 more heads to roll.

Also, Q could be using a CIA (or other intel service) number code to relay a message.
