0:00·next five Starship is ready to fly we
0:02·are waiting for regulatory
0:06·approval you know yeah it it it it
0:09·really should not be possible to build a
0:12·giant rocket faster than the paper can
0:15·move from one death to another okay the
0:18·truth is exactly as Elon says but
0:20·unfortunately his beloved Starship is
0:23·currently stuck under the grip of the
0:24·government's FAA environmental agency to
0:27·join forces in seeking fairness for
0:29·Starship everyone including Congress
0:32·NASA is now pressuring the FAA to allow
0:35·Starships launch so what's the reason
0:37·behind that let's find out on today's
0:39·episode of alphatech and thank you for
0:41·watching a September 10th hearing by the
·4:51: FAA criticized
0:44·house science committee space
0:45·subcommittee on encouraging commercial
0:47·space Innovations while maintaining
0:48·Public Safety became a forum for
0:50·complaints about a set of commercial
0:52·launches and re-entry regulations at the
0:54·FAA known as faa's part 450 faa's part
0:58·450 regulations were introduced back in
1:00·2021 consolidating previous regulations
1:03·Parts 415 417 431 and 435 into a single
1:08·framework with the aim of simplifying
1:10·the licensing process H it seemed that
1:14·the licensing process would be
1:15·streamline but in reality it's gotten
1:17·even more complicated many people in the
1:19·launch industry have warned since the
1:21·regulations took effect in 2021 the
1:23·companies are finding it very difficult
1:25·to get licenses under part 450 industry
1:28·officials raised concerns about 4 450
1:30·during an October 2023 hearing of the
1:32·Senate Commerce Committee space
1:33·subcommittee with one witness spacex's
1:36·Bill gon Meer warning that the entire
1:38·regulatory system is at the risk of
1:39·collapse due to the difficulties and
1:41·getting licenses under these new Rags so
1:44·far Witnesses at the house hearing made
1:46·it clear that those concerns have not
1:47·gone away the way it is being
1:49·implemented today has caused severe
1:51·licensing delays confusion and is
1:53·jeopardizing our long-held leadership
1:55·position said Dave kavasa president of
1:57·commercial space flight Federation an
1:59·industry group whose members include
2:01·several launch companies the FAA aims to
2:03·clarify its regulations through a set of
2:05·documents called advisory circulars
2:08·these circulars are designed to provide
2:09·guidance on how licensed applicants can
2:11·demonstrate compliance with the agency's
2:13·rules however as kosa pointed out the
2:15·FAA has not yet even released many of
2:17·these plan circulars leaving some
2:19·uncertainty in that compliance process
2:22·Mike French serving as the vice chair of
2:24·the commercial space Transportation
2:25·Advisory Group Comack for the FAA echoed
2:28·these worries he HED highlighted that
2:30·comc has put forward several suggestions
2:32·of the FAA to tackle issues with part
2:34·450 among these proposals were two key
2:37·ideas first extending the faa's 180-day
2:40·valuation period for completed license
2:42·applications to Encompass certain
2:44·aspects of the pre-application phase and
2:46·second permitting companies to fall back
2:48·on existing Legacy regulations in
2:51·situations where advisory circulars for
2:53·the new rules have not yet been issued
2:55·these recommendations aim to streamline
2:57·the process and provide more flexibility
2:59·for companies navigating the regulatory
3:01·landscape and the criticism of this new
3:03·framework for its lack of transparency
3:06·and significant delays is indispensable
3:09·we have a licensing regime with a lack
3:10·of certainty a lack of transparency and
3:12·significant delays said Pamela Meredith
3:14·chair of the space aot Practice Group at
3:16·K zurer LLC members of Congress agreed
3:19·with what space industry reps mentioned
3:22·representative Brian Babin of Texas the
3:24·chair of the subcommittee said that the
3:25·licenses are being processed at a snails
3:28·pace while representative Haley Stevens
3:30·a Democrat out of Michigan said the
3:32·process is no different than
3:34·bureaucratic soup in addition Babin has
3:36·expressed deep concern about potential
3:38·repercussions for NASA aremis he pointed
3:41·out that the human Landing system
3:42·Landers currently under development by
3:44·SpaceX and blue origin are set to launch
3:46·using commercial licenses drawing a
3:48·stark comparison he warned at this pace
3:51·we might see Chinese tyen setting foot
3:53·on the Moon while American Industries
3:55·remain grounded by excessive bureaucracy
3:57·this statement underscores his word that
3:59·regulatory hurdles could significantly
4:01·impede us progress in the Space Race
4:03·potentially allowing other countries to
4:05·take the lead indeed China is currently
4:08·progressing very efficiently in their
4:10·Race To The Moon they've openly
4:12·challenged NASA's emis program by
4:14·carrying out several lunar Landings and
4:15·returning samples their goal is to put
4:17·humans on the Moon by 2029 and establish
4:20·a Moonbase by 2030 with expansion plans
4:22·extending to 2050 according to publicly
4:25·available info from SpaceX the FAA is
4:27·now going to delay starship's flight 5
4:29·and until at least November the company
4:31·added that the flight's been ready to
4:33·launch since August and the FAA had
4:35·previously indicated that everything
4:36·would be ready by mid September while
4:39·the US has long been the world leader in
4:41·space launches Babin stated that the
4:43·country cannot ever take this for
4:45·granted and noted that there's a risk
4:47·that companies will conduct space
4:48·launches abroad where more light touch
4:50·approvals are available in response to
·7:31: FAA denies
4:52·these accusations the FAA did not
4:54·announce any changes to the launch dat
4:56·of flight 5 what they did was defend
4:58·themselves defending the licensing
5:00·regulations in the house was Kelvin
5:02·Coleman the faa's associate admin for
5:04·commercial space Transportation Coleman
5:06·noted several measures that the FAA has
5:08·taken to improve the process including
5:10·designing advisory circulars increasing
5:12·staff training and establishing a
5:14·committee to streamline license
5:15·approvals however Coleman acknowledged
5:17·that the agency's lagging in the
5:19·transition from old licenses to new ones
5:21·only six out of about 30 current
5:23·licenses have made the switch so far all
5:26·30 licenses need to transport to 450 by
5:29·March 26 which Coleman admitted looks
5:31·very challenging he added that companies
5:33·making amendments during the licensing
5:35·process are a major factor contributing
5:37·to the slow pace Daniel Murray executive
5:40·director of The faa's Office of
5:41·commercial space Transportation which
5:43·handles license application offered a
5:44·similar explanation Murray said the
5:47·recent delay in Starship launch is
5:48·mainly due to the ongoing environmental
5:50·impact review but added that SpaceX has
5:53·also changed the scope of its flight
5:54·plan they chose to do something
5:55·different Murray said they pivoted and
5:57·we pivoted with them what do you think
5:59·about statement personally I think it's
6:01·ridiculous an interesting thing that the
6:03·space Community discovered regarding the
6:04·faa's reason for delaying SpaceX the hot
6:07·staging ring got added to if2 and the
6:09·environmental impact of dropping into
6:11·the Gulf of Mexico is covered by the
6:13·faa's written revaluation for if2 but
6:16·FAA did not need to consult with
6:18·national Fisheries when getting to this
6:20·conclusion they just gave a reasonable
6:22·explanation to quote from the faa's
6:24·November 2023 written reevaluation the
6:27·2022 paa assumed that in the event the
6:30·vehicles were expended downrange at Sea
6:32·most of the launch Vehicles would sink
6:33·because they're made to Steel lighter
6:35·items May float but would be expected to
6:37·eventually become water logged in syn in
6:39·accordance with the Pea if there are
6:41·reports of large debris during future
6:43·expended missions SpaceX would
6:45·coordinate with a party specialized in
6:47·Marine debris to survey the situation
6:49·and sink or recover as necessary any
6:51·large floating debris SpaceX would
6:53·continue to comply with its mitigation
6:55·responsibilities as outlined in the nmfs
6:58·loc for launching entry vehicle
7:00·operations in the marine environment
7:02·note the 2022 Pea's consultation with
7:05·nmfs list to the entire Gulf of Mexico
7:08·as an action area which means they
7:10·consider the impact of dropping super
7:11·heavy into any location in the Gulf of
7:13·Mexico so how is it that adding a hot
7:16·staging ring and dropping it into the
7:17·Gulf of Mexico didn't require
7:19·consultation yet changing its drop
7:21·location now requires consultation
7:23·causing a 60-day delay is the FAA doing
7:26·their job properly or has political
7:28·motivation started to cre creep in let
7:30·us know what you think down there in the
7:31·comments however in reality FAA has been
·Government and private
7:34·working diligently with SpaceX but
7:36·perhaps it's not just a matter of their
7:38·incompetence it's that they're operating
7:40·within a pretty inefficient system the
7:42·FAA has employed over 45,000 people and
7:45·has struggled in recent years to keep up
7:47·with the growing number of rocket
7:48·launches from commercial space companies
7:50·in 2023 SpaceX launched 98 Rockets
7:53·accounting for 87% of the launches that
7:56·the agency reportedly oversaw last year
7:58·undoubtedly the agency forecast that
8:00·number of launches will triple by 2028
8:03·to accommodate this growth the Biden
8:05·Administration requested $57 million to
8:07·fund the faa's licensing office a big
8:10·increase from the $38 million the office
8:12·got last year the FAA also hired an
8:15·additional 33 staff members for his
8:17·licensing office last year Dan Murray
8:20·said at Global Aerospace Summit in DC on
8:22·September 11th that his office is
8:24·dedicating most of its resources to
8:25·SpaceX they get the majority of our
8:27·resources he said in the report 80% of
8:29·the overtime that we log and this is
8:31·hundreds of hours a month which goes to
8:33·SpaceX even so things don't seem to be
8:36·very effective and SpaceX CEO Elon Musk
8:38·has grown quite impatient with the FAA
8:40·by now of course these regulations
8:42·weren't created solely by the FAA the
8:45·entire government apparatus played a
8:46·role in shaping them the through line in
8:49·musk's hand ringing over the FAA is the
8:51·Billionaire's General disdain for what
8:52·he views as excessive government
8:54·regulation musk has repeatedly painted
8:56·rules in bureaucracy as the death nail
8:58·of innovation
9:00·rules and regulations are Immortal they
9:02·don't die musk said at the Wall Street
9:04·Journal CEO Summit in 2021 there's not
9:07·really an effective garbage Collective
9:08·system for removing rules and
9:10·regulations and so gradually this
9:11·hardens the arteries of civilization and
9:14·you're able to do less and less over
9:16·time musk has been increasingly vocal on
9:19·social media about taking a more
9:20·Hands-On role in the White House under a
9:22·second Trump Administration much like
9:24·his approach during his Twitter takeover
9:26·musk has proposed reducing the size of
9:28·government by stripping down federal
9:29·agencies at the all-in summit musk did
9:32·credit the federal employees he might
9:34·seek to fire I'm not saying there aren't
9:36·competent people in the government
9:37·they're just in an operating system
9:39·that's inefficient he said that's all
9:41·for today's episode thanks for watching
9:43·and see you next time

The last launch will occur “some time in the mid-2020s”.[11] As of January 2024, twelve missions have flown since the announcement,[c] and 17 launches remain. [/snip]

I think they mean ‘Forcing FAA the application of policies, procedures and previously unenforced rules in order to Slow Walk Starship approval. All this to delay a very likely success by Starship in areas NASA has abandoned or repeatedly failed!

I suspect that a couple of the all-caps titled YT channels I sometimes view are produced by the same person but the text (and perhaps the narration) is generated using AI. The other two YT vids are actual people, both have some nice accents. :^)

The only reason I’m in doubt as to whether the channel is generated at least in part using AI is, it’s not unusual to see misspelling in the cover graphics for the vids. :^)

Yes I’ve seen more than my share of AI narrated YT videos. My wife noticed too, when they mispronounce words and names. I guess it’s an industry. If you get 1 million views you make about $8,000. So pump content out there, and eventually with enough videos and enough interest one could make pretty decent money. Use headlines like all caps, or hit a topic about some celebrity and in time it will generate a lot of clicks. Then repeat and once you get 100 or so videos up the aggregate will eventually pay off.

It does incentivize crap content. But it should also incentivize serious content makers of all stripes. I often wonder if I could make a 90 minute fiction movie and syndicate it on YT and other platforms.

Well in slight defense of the FAA, SpaceX shares a bit of the blame for the delay. This issue is the FAA issued a license for up to five flights this year with the same flight profile. Starship goes up, booster lands in the ocean, and Starship lands in the Indian Ocean. And if SpaceX had stuck to that flight profile they could launch tomorrow. The issue is they totally changed the flight profile. They plan to land the booster back on land at Boca Chica which by law requires the FAA to do a totally new risk assessment from scratch in conjunction with the Fish and Wildlife Service and other federal agencies. And when you have multiple Federal agencies having to coordinate to check the right boxs, thing get messy and delayed...

It appears that YT mostly doesn’t monetize channels any longer, but anyway content has suffered.

very likely success by Starship in areas NASA has abandoned or repeatedly failed!

I'm sure you're aware that SpaceX is a NASA contractor ... and that Starship is being developed in part to support NASA's plans for a return to the Moon.

To be honest, no, I don’t know much about it. Space engineering has never been a hot topic of study for me.
I was under the impression that Space X was operated mostly by Elon Musk. Musk may be seen as someone non-NASA, who is moving in on ‘their’ territory.

Not much point in doing the same successful test over and over again when developing something.

The bottom line is that the FAA simply is not up to the task with regards to SpaceX.

Musk may be seen as someone non-NASA

I know ... a lot of people see things that way. It's not nearly so simple. SpaceX provides launch services; NASA is one of their customers. From the other perspective, NASA has issued several contracts to SpaceX both for development of the Falcon and Starship launch vehicles and the Dragon spacecraft, and for various launches of personnel and satellites.

NASA has never built an orbital launch vehicle.

Delta, Atlas, Titan, Saturn, Space Shuttle, Falcon, Vulcan, etc. are (were) ALL built by contractors. Several of the early launch vehicles had their origin in IRBM and ICBM development for the Army and Air Force.
