To be honest, no, I don’t know much about it. Space engineering has never been a hot topic of study for me.
I was under the impression that Space X was operated mostly by Elon Musk. Musk may be seen as someone non-NASA, who is moving in on ‘their’ territory.
I know ... a lot of people see things that way. It's not nearly so simple. SpaceX provides launch services; NASA is one of their customers. From the other perspective, NASA has issued several contracts to SpaceX both for development of the Falcon and Starship launch vehicles and the Dragon spacecraft, and for various launches of personnel and satellites.
NASA has never built an orbital launch vehicle.
Delta, Atlas, Titan, Saturn, Space Shuttle, Falcon, Vulcan, etc. are (were) ALL built by contractors. Several of the early launch vehicles had their origin in IRBM and ICBM development for the Army and Air Force.
