When you consider that Camden County only has ~55K residents and not all nuke slots are filled on all boats, that still works out to well less than 500 people per nuke even with boats on patrol and refit.
I'd say that is a "valuabler" target. ;-)

This (Lake Michigan incident) is the second time in 24 hours where a “radar anomaly” led to a scramble of fighters to check out intrusions into US airspace. Is a foreign threat tampering with our radar systems, or is an otherwise unknown object capable of spoofing a radar signature and then departing?
