Its a rate per CCF. Unless you use exactly the same amount of water every month of course the amount will vary. Now this law under discussion does NOT call for fines on people, but rather on water districts.
California government is totally screwed up but the truth is still the truth.

Anyone with a country home with a well will surely be exempt, because they probably will not require measuring the water usage.Wrongo! Sadly, for many years wells have been on meters too. This practice has been in effect for some time in Colorado where the cities have bought up all the so called water rights. Water rights no longer run with the land.

That is not done around here, but if someone has done something horrible, it is almost certain the lefties will bring in down on everyone eventually.
