Wrongo! Sadly, for many years wells have been on meters too. This practice has been in effect for some time in Colorado where the cities have bought up all the so called water rights. Water rights no longer run with the land.
I had not heard of cities buying up water rights.
That is not done around here, but if someone has done something horrible, it is almost certain the lefties will bring in down on everyone eventually.
