Q is the result of the sacrifices and commitment of countless patriots to win back our captured country from the Deep State and achieve the transformation President Trump promised in this campaign video. President Trump has said the awakening of the public is key to this transformation.

This was 1987. The warehouse was near or in Washington D.C. It was connected somehow to the "Finders". It had full living accommodations including kitchens, sauna, hot tub, and at least two video rooms with full filming equipment.

The letter was from one PI to the Attorney General of the United States Department of Justice, who seemingly properly propelled the letter to the Assistant Attorney General Mueller, who processed the letter directly to the Justice Department Criminal Division, headed by Deputy Assistant Attorney General John Keeney.
Together Asst AG Mueller and DAAG Keeney respond to the private investigator regarding his attached materials and cite there is no evidence to justify the charge of obstruction of justice.
They appeal for any new evidence about kidnappings to be directed to the local FBI.

Sounds perfectly reasonable to me as the DC Justice command center is not a catch all for individuals to contact, when they really want to get the eye of and to lean on a governor, a senator and an attorney in Nebraska and intimidate two FBI Agencies in California and in Nebraska, which the PI CC’d.
PI looks to have been already unconvincing elsewhere, or had a lot of nerve to start at the top and expect all doors to process his poor exhibits of evidence to match his lofty charges against Two different states FBI agencies.
Can we imagine how many irate goof balls may write the US Attorney General with some elaborate tragedy because they can’t sell their case to local law enforcement, or to their state congressional representative?
What is missing here is the whole story on the PI.

I'm jiggy now. I've been on the receiving end of letters to "the government/military" that were totally whack. Having been stationed in more than a couple desert areas in the southwest, in my capacity, people write all the time saying, "I know you're hiding UFOs - where are they?". That kind of thing. Sometimes those letters are, "I know it's there, can you tell me?" and sometimes they're "I'ma come out and find it!"
They're all logged. Sometimes the senders are investigated when there are threats.
I can't imagine how many letter the AG gets. So they're sifted and in this case he signed a pro forma response saying if you've got something, report it.
Troubling is that the Mule was there running interference perhaps, stifling the investigation.

Many reasons for the “Finders” files being important is because it goes back to the late 80s, and ties in children moved from DC through a ‘farm’ in Virginia, down the coast to Florida, and eventually to Mexico.
Verified front companies for the CIA involved to the point where they shut down all local law enforcement and even the FBI at the time.

Parts of it certainly are, but there is probably some intersection on the investigation side.
Horowitz is investigate only, and DOJ only. DOJ includes FBI. In this case, Horowitz was given a narrow task, investigate the propritey of DOJ in obtaining FISA warrants against people on the Trump campaign - and maybe as narrow as looking at the Carter Page warrants.
Horowitz cannot bring indictments. He can refer facts to US Attorney, who have the power to indict.
Durham can do both investigation and indict, and his powers are not limited to the DOJ, but certainly includes the DOJ.
What I was talking about earlier was the order of public reveal. That order has been thought of as must be Horowitz first, then Durham. That Durham action depends on Horowitz report and referral.
To reiterate my point, that order is not for any determinative reason. Durham can "outrun" Horowitz, and certainly will for perps outside of DOJ, where Horowitz will have done little if any substantive work. Durham can "outrun" Horowitz on cases involving DOJ perps too.

No, I don't know. based on your question, did a little poking around. There are MANY people with a title that at least in part includes "Inspector General." I assume the contention that all are in SES refers to the top dog in each office, not the Assistants, Deputies, Deputy Assistants, or Principal Assistants.

SES statutes (5 USC, Part-III, Subpart-B, Chapter-31) and protocol are outside of the various statutes that establish Inspectors General.
5 USC 3133 sets out Authorization of positions and authority for appointment (into SES). This particular statute does not, by law, etablish that all IG are SES.
It may be that all the various statutes that establish particular Offices of IG specify the head must be SES.
Oh, here is a statute passed by Congress that appears to establish that all IG are SES.
5 App. USC 6 - Authority of Inspector General
(d)Yeah, wow, convoluted and relies on numerous external references. Typical federal mishmash. They make big bucks creating then forcing everybody to navigate Byzantine rules.

(A) For purposes of applying the provisions of law identified in subparagraph (B)--
(i) each Office of Inspector General shall be considered to be a separate agency; and

5 USC 8335(b), 8336, 8344, 8414, 8468, and 8425 are about retirement, separation, and reassignment pay. All about the Benjamins.
5 USC 4507(b) - Awarding of ranks in the Senior Executive Service
More Benjamins for "Meritorious Executive" (20% bonus) and "Distinguished Executive" (35% bonus). Note too, being "an agency" for purposes of being in the federal government carries substantial power. Each OIG is an agency unto itself.
Not all agencies are covered by SES. Some have their own systems for creating unaccountable bureaucrats.
Senior level employees of several agencies are exempt from the SES but have their own senior executive positions; these include the Federal Bureau of Investigation, Central Intelligence Agency, Defense Intelligence Agency, National Security Agency, Transportation Security Administration, Federal Aviation Administration, Government Accountability Office, Members of the Foreign Service, and government corporations.
Note that none of those agencies is an OIG. Every OIG is under SES, and every (head) IG is in a managerial position. So yes, I would say all IG are in SES.
And OPM says:
In an agency covered by the Senior Executive Service (SES), SES positions include positions classified above GS-15 that include duties involving one or more of the functional criteria (executive or managerial) identified in law.
Totally unrelated to your question, I notice 5 App. USC 6 authorizes IG and others in every OIG to carry a firearm and to arrest w/o a warrant.
