I would say "it depends." Certainly possible. I tend to shy away from the more bizarre theories and speculation such as McCain is still alive, or he died 30 days ago.

Q is not omniscient, and most of the remarks are cryptic, amenable to multiple interpretations and infinite creative speculation and imaginary inference.

Good fit. Breaking the trans-national gri[p on the world, and asserting competition between and among nation states is a HUGE move, and it's being done in the open.

Contrast with the reverse move, eradicating borders in all but name, which is done with subterfuge.

In context, it could be “Foreign Assets” like Steele, oligarchs, and others. Assets in the sense of human intelligence assets, not property etc.

Or it could be “Financial Assets” - like big traders on Wall Street (Goldman-Sachs), banks, money launderers, cartels, that fund many politicians. Money makes the world go ‘round, right? And it evidently buys all sorts of indulgences.

It is my hope that the good guys retained most of #3 and most of #4. Enough to bring the cabal’s house of cards down.
