My brother lives on a residential block zoned commercial. On the next block is a gas station that has just installed tvs next to the pumps and started playing music 6 am to 10 pm "to attract customers." It's cranked up LOUD about 150 ft from his house. He works at home and spends a lot of time working on his house and yard and the noise is making him miserable.
He's spoken to the gas station owners, no luck, and to the town - no noise ordinances in commercial zones.
Any suggestions?
I've never seen gas pump TVs. Is it a southern thing? Do they really attract customers or does the TV company pay the station, to get advertising revenue?
The TVs at supermarket cash registers already annoy me - who thinks, hey let's go to Bill's Pump N Snack and we can catch up on the News N Ads? I

In the next life, that which these proprietors saw fit to do to others will be the blueprint for their "forever home".
That's why your brother should not pay evil for evil, but be cautious and stay above board in his attempts at recourse. Otherwise he would not only draw trouble to himself, but he would also cancel out some of the noise that these owners are unwittingly planning to experience in the next life. :)
ditto - measure the decibel level and report it to OSHA as a violation against the employees who have to change out the receipt papers, towels, fluids. Feds set workplace decibel levels. States may restrict further.
Move. The time to fight this was before they zoned it for a gas station. The battle is lost, the property values are dropping like a stone, time to quit the field.
That would be cruel! Worst of all her banshee screems might compete with the bull elk during rutting season. The environmentalists wouldn’t like that.
Since the music being played is loud enough to be heard from the street I would argue that it is creating a hazard by distracting drivers. Your brother needs to contact whatever department handles traffic safety either local or state.
Even though there is not a noise ordinance for the commercial zone there is a long standing principle that a person has a right to enjoy their property and residence and to be at peace there. The noise from the station is certainly interfering with that right your brother should consult an attorney about taking the station owner to small claims court. The attorney may recommend to a judge that an injunction be issued against the noise pending court findings. Your brother should also talk to someone on the city council or county commission about drafting an ordinance that addresses noise from commercial properties impacting residences.
The timing works well for picking up a Halloween mask to conceal one’s identity. Perhaps some novelty gloves as well.
Hasn’t the last eight years taught anyone anything?
Your brother has to pay city council more to stop the music than the gas station owner paid them to start it.
If youse don’t want to fixit youse got to play by the rules.
Unless he has the property rezoned commercial.
Sharpen up some stout wooden dowels, grab a decent sized hammer, and mute the speakers in the middle of the night when the gas station is closed.

No noise ordinance and the gas station won’t relent? Buy, borrow, rent, large speakers and blast death metal right back at them.
Then if that doesn’t work, then the town council can get some visits.
This is after a final request to speak with the gas station owners or managers. Turn the volume down, please. Attempt to solve peaceably first .

I have done some naughty vengeful things with skunk scent.
The gas station can be unbearable to frequent if it used covertly and effectively.
Have him work with the local Black lives matter group. they seem to know how to close down a business.
If it’s a major gas station brand, he should go over the owner’s head and contact the regional manager or rep for the oil company. I would be nice but firm and stress how much I’d like to avoid litigation and bad PR.
buy the biggest cheap speakers you can, direct towards the gas station and play the
Carmen Burana as loud as you can on endless loop
Call the ACLU and complain about the “noise pollution”.
It’s probably been zoned that way for a long time.
