Welcome to my newest update on Putin’s War in Ukraine. We are now 36 weeks — 254 days — since Russia launched an unprovoked attack on Ukraine. My last update can be found at Putin’s War, Week 35. The Lull Before the Next Storm. There has been some action, but the crappy weather has slowed things down. Also, both sides are somewhat tired after a punishing summer’s campaigning. I look at this period as the break when the fighters have returned to their corners.

Two significant items have been covered outside this update. First, the Pentagon is beefing up the number of weapons inspectors to ensure that weapons allocated to the Ukrainian Army end up there. Naturally, the folks who have been cheering Putin are claiming that this is a nefarious first step towards the US military fighting Russia a la Kennedy’s Special Forces advisors in South Vietnam. The second item is that after Ukraine launched an air-sea drone attack on Russia’s Black Sea Fleet at anchor in Sevastopol (Ukraine Carries out Extensive Drone Attack on Russia’s Black Sea Fleet Sevastopol Homeport), Putin declared that Russia was leaving the agreement that allowed Ukrainian grain to be shipped out of the war zone. Our source in the OP said that negotiations are underway to freeze hostilities in Ukraine, with one Arab country acting as an intermediary. Zelensky opposes a freeze/truce, but the criminal cases against Kyrylo Tymoshenko and the offshore accounts of the Big Construction Project force the Office of the President to carry out the instructions of the Biden Administration, which is the main actor in the negotiation process.

Yesterday’s statements by Sullivan seem to indirectly confirm our #Inside , that there were negotiations between the US and Russia, but for America the conditions of the Russian Federation are unacceptable: “The US refuses to negotiate with the Russian Federation on the conditions under which it will keep the occupied parts of Ukraine. The very conditions under which the Russians are ready in principle to engage in dialogue are unacceptable, since all conversations must begin with the complete de-occupation of Ukraine.”

Russia offered to negotiate a truce in Ukraine in exchange for the fact that Russian troops withdraw from the right bank of the Dnieper and Kherson, thus, a new line of demarcation is fixed along the Dnieper and further along the front line.

Biden’s national security adviser handed over the draft negotiations with the Kremlin, which are being conducted by the United States through the mediation of Arab countries, and also discussed the possible consequences for Ukraine from the victory of the Republicans in the congressional elections.

Our source in the OP said that there are more and more problems with volunteers / mercenaries, and for the Armed Forces of Ukraine they turn into ballast. The morale of the soldiers who came from abroad has fallen sharply, it is becoming much harder to fight, they are not used to the late autumn weather and the hardships associated with it.

Systematically comes information that they refuse to obey the AFU commanders, violate discipline and complain to the Western media. If at the beginning of the war they played a significant role for the Ukrainian army, now the situation is changing dramatically.

Our source in the OP said that foreign volunteers/mercenaries refused to take part in the assault on Kherson, which is why the entire operation is postponed for several weeks until the Armed Forces of Ukraine collect new reserves.

The main track of the diplomacy of the Office of the President is reparations from Russia worth a trillion dollars, according to the victory formula formulated by Andrey Yermak.

Zelensky said that the only condition for peace could be the restoration of Ukraine within the 1991 borders. And Yermak voiced the “victory formula” in the understanding of Ukraine: reaching the 1991 borders, Russia paying reparations and international security guarantees for Ukraine so that the Russian Federation does not attack again.

In other words, the compromise under the scheme “Russia withdraws from part of the occupied territories and a truce is concluded” will be publicly rejected.

It is noteworthy that the Russian Federation “killed two birds with one stone” - it not only pumps out the last resources from Ukraine, but also does not allow Europe to capitalize on the military conflict.

The same Poland counted that cheap Ukrainian electricity (three times cheaper than Polish) will help during the energy crisis, especially in winter. The Poles launched an additional transmission line from the Khmelnitsky nuclear power plant to Rzeszow with plans to increase supplies to 1000 MW per day and even wanted to export electricity, making money on it. EU lawyers were asked to evaluate possible options for the confiscation of Russia’s frozen financial assets.

Brussels officials want to force the Russian Federation to finance the supply of European weapons to Ukraine and the restoration of the destroyed infrastructure with the funds of the Russian Federation. Loud statements in this regard are intended to probe the possible response of the Russian Federation to such actions.

What can it be:
1️⃣Money is dust. As part of the Big Deal, the Russian Federation may concede these funds. If the main aspects - territorial and security - are resolved, then Moscow will not fight for some 300 billion. Morally, both the leadership and society said goodbye to this money. Economists understand that they were lost not at the moment of freezing, but when the Central Bank, instead of using them in the real sector, invested them in “reliable” assets.

2️⃣Triple hit. If there is no deal, then Putin is likely to prohibit Russian companies from repaying their loans to Western banks. Companies will continue to pay loans, but not to European banks, but to the fund of the Central Bank of the Russian Federation. The condition for transferring them further to creditors will be the unfreezing and return of assets. This would be a triple blow to the EU banking market: reputational damage; assets from the balance sheets went to Ukraine and the military-industrial complex; Russian business does not repay loans, which are more than 400 billion.

3️⃣Financial exchange. A kind of offset of counterclaims. With it, the credit obligations of the Russian Federation can be repaid at the expense of frozen assets. Companies of the Russian Federation will begin to extinguish obligations directly to the Central Bank, within the country. The financial sector of the Russian Federation will improve even more, and the EU will not receive a knockout blow in the form of the refusal of the Russian Federation from obligations.

In the meantime, the parties are avoiding drastic steps. The reputation of the Western financial system has already been seriously tarnished by the freeze. More or less independent Central Banks such as Turkey and India go into gold.

Lawyers understand that there are NO real mechanisms for confiscation. Politi demand to create them. The banks are begging not to do it.

I watched General MacGregor’s interview and he said that the US is supplying advisors but Zelinsky wasn’t listening to them, and that Zelinsky kept wanting to attack, attack attack.

MacGregor suggested this is probably because Zelinsky is trying to save himself. I also think it’s optics - our FR Ukrainian propagandists often hold up the offense position Zelinsky claims, pushing the (false) reasoning that if Zelinksy is attacking, it’s because he has the upper hand, is winning, has Russia on the ropes etc. *eye roll*

But in the post you made, the source seems to indicate that the US (Biden handlers) has found the leverage to force Zelinsky to do as they tell him.

This source seems to show the overall strategy - and the complex nature of Putin’s multi-layered approach. Makes Zelinsky’s handlers look like children by comparison.

LOL, Macgregor is a retired army colonel NOT a 'General' who has been constantly wrong in the past on Ukraine, so I'm not sure why you give him any credibility now.

Everyone here is missing the point. The woman was butt ugly. Guilty as hell. If I had a dog with a face like hers, I’d shave its tail and make it walk backwards.

I spent a lovely three weeks in Simferopol. The city deserves a better fate than what is coming to it.

Kyiv is a beautiful city. Ditto.
