What exact? I didn't notice anything odd about it. After all, Kenya had a long history of being administered by British bureaucracy, and you know they speak better English than most of us. If you think they're perfect in Kenya you should read 'em in India!
At least three more official Kenyan documents from the same time period need to be published showing the national identification Republic of Kenya. That should not be difficult to accomplish. They could be forms from any govt ministry a long as they were cotemporaneous to Feb 1964.

Odinga, a leader of the second largest ethnic group, the Luo, was appointed minister for home affairs in 1963, and in 1964 he became vice-president. Kenya became a de facto one-party state that year when KADU merged with KANU.
