New outbreaks were reported throughout China as locals complained about strict lockdown policies. China’s National Health Commission—the country’s top health agency—announced that new COVID-19 patients were diagnosed in the northeastern-most province of Heilongjiang and in southwestern Sichuan province on Dec. 13.
