Jack Whittaker, 57, was arrested Tuesday night after his Hummer struck a concrete median on the West Virginia Turnpike near Beckley. Senior Trooper M.J. Pinardo reported that he smelled alcohol but Whittaker refused sobriety tests and was "extremely belligerent."
